Victoria Road Air Quality Study

The final report of the Victoria Road Air Quality Study is now available. The EPA and City of Port Adelaide Enfield would like to sincerely thank all community panel members and SA Health for your invaluable participation, and will consider the panel's recommendations in the context of future planning.

For many days in a row during the week commencing 13 July 2020, the Adelaide metropolitan area was blanketed in fog until mid-morning. If you visited the Adelaide.sensors.net.au site during these this time you would have seen that the air quality sensors on Victoria Road registered very poor air quality.

The Know Our Ambient Local Air-quality (KOALA) air quality sensors that are being used along Victoria Rd are very cost effective sensors that provide accurate readings for the purpose of our survey. However, because of their size and cost, they do not have the air drying capability of the larger, more expensive units, such as Lefevre 1 and 2. This means that the KOALA’s, during this heavy fog, measure the solid and liquid content of the air, making the data erroneous. This will be corrected during the data validation process.

While this is an unfortunate consequence of using theses monitors, it will have little effect on the overall validity of the study. You may also have noticed that Sensor KOALA 56 showed an error. This was due to a battery failure. A replacement battery has been ordered and will be fitted once it is received.

Following the selection of air quality monitoring sites by the Victoria Road Air Quality Study Community Panel, the EPA and Council obtained permits and approval in early January 2020.

The six monitors have now been installed at the locations selected by the community panel (see previous news items for details).

The monitors will start streaming air quality data on the EPA website as soon as they are live. The EPA will provide information on what data is being collected and show results in relation to air quality. Examples of how the information will be presented can be seen via this link to air quality monitoring of other sites around Adelaide and a link will soon be available on this site at the top right hand corner.

The Victoria Road Air Quality Study Community Panel will reconvene within a month of the monitors going live to discuss the results as they emerge. Please contact us if you have any questions for the panel or would like to share any comments or ideas:

The joint City of Port Adelaide Enfield and Environment Protection Authority’s Victoria Road Air Quality Study Community Panel held a meeting on the 9^th December 2019 to do a final review of the proposed sites for the air quality monitors.

The panel agreed on the placement of monitors along Victoria Road at the intersections of Coghlan Road, in between Veitch/Osborne Roads, Nelson Road, and Gedville Road; and Wills Street and Marmora Terrace for the residential areas.

The EPA technical adviser to the study reported he had been able to get 2 more monitors for the study to bring the total of monitors along Victoria Road to 6 and 2 for residential areas. The 2 additional monitors will not be available until February, so he proposed to start with 4 monitors on Victoria Road and 2 on residential sites; and when the additional 2 are ready, they will be placed on Victoria Road.

The placement of the monitors will need to go through an approval process in consultation with asset owners, which means the monitoring is unlikely to start before the end of January.

The results of assessment of the proposed 14 sites were reviewed by the panel members. This was followed by a meaningful discussion about the number of monitors available for locations on Victoria Road and surrounding residential areas. The outcome of the discussion was for the EPA technical advisor to investigate the availability of an additional two monitors to allow for the placement of six on Victoria Road and two in surrounding residential streets close to Victoria Road.

The facilitator thanked all the panel members for their contributions to the selection of the monitoring sites and passed on thanks to the Elected Members for their support with the study and to Council; and wished everyone a safe and happy Christmas and best wishes for 2020.

The results of assessment of the proposed 14 sites were reviewed by the panel members. This was followed by a meaningful discussion about the number of monitors available for sites on Victoria Road and surrounding residential areas. The outcome of the discussion was for the EPA technical adviser to investigate the availability of an additional two monitors to allow for the placement of six on Victoria Road and two in surrounding residential streets close to Victoria Road.

The panel, in consultation with the EPA technical adviser agreed on six sites for consideration along Victoria Road including Veitch/Osborne Road; Coghlan Road; Wills Street; Nelson Road; Marmora Terrace; and Gedville Road. This relies on 6 monitors being available for Victoria Road.

If there are four monitors for Victoria Road, the proposed sites agreed to by the panel are Coghlan Road; Veitch/Osborne Roads; Nelson Street; and Gedville Road. The other two monitors would be placed in residential areas close to Wills Street and Marmora Terrace.

Investigations by the EPA and Council into obtaining permits and approvals for proposed sites have commenced and will be taken into account during the next meeting of the panel.

The joint City of Port Adelaide Enfield and Environment Protection Authority’s Victoria Road Air Quality Study Community Panel had their start up meeting on October 30^th 2019. This meeting gave the panel a chance to get to know one another and to review the Terms of Reference that will guide their task. The second meeting of the panel took place a week later on the 5 November. During this meeting the panel did a further review of the Terms of Reference before signing off on them.

The next item on the agenda was an information session on Victoria Road from the EPA technical adviser. The session provided the panel members with road traffic data, how air quality may vary along different sections of the road, how far into the residential areas it may go, and how it may be affected by variations in weather conditions.

Panel members were asked by the facilitator to propose air monitoring sites for consideration. The proposed sites will now be entered into a table that will allow the panel to measure the sites against a set of criteria.

During the next meeting, the panel will review the measures with the aim of determining where the air quality monitoring stations will be placed along Victoria Road.

Community panel applications were open from 8 August to 26 September 2019. Council and the EPA sought community members from areas including but not limited to:

• primary school principals or governing council chairpersons
• local businesses
• local residents
• community groups/organisations.

For the benefit of the project, panel members will be selected to represent the cultural diversity of the Lefevre Peninsula community. People from different backgrounds, gender and geographical locations will all be considered in the assessment of applications. Kaurna applicants are strongly encouraged to apply.
